6th  edition Rolling Trophy played under the auspices of the Kuwait Indian
Football Federation.  Goa Maroons got  the better of Curtorcares United by
3 goals to nil.

Velho & Filhos, Goa’s largest fashion retail store established by Bartolomeu
Velho in 1889, as it celebrats its centenary year.  Located at a prominent
locale  in  Panaji, it was the only establishment of its kind in Goa then.

Organizers of the third international conference of Lusotopie on “Portuguese
Speaking Space in Asia: Asians in Portuguese Speaking Space”, which is held
at the International Centre from Feb 24 to 26. Around 27 scholars from all
over the world and 14 scholars from Goa are participating in the conference.

INTERNATIONAL CONFERENCE ON VISUAL COMPUTING
(ICVC 99) IN GOA:

The verdant, salubrious coastal state of Goa, with its idyllic palm-fringed
beaches,  has  always  been  a visual delight.  Goa plays  host to visual
treats of  a  completely different kind:  The International Conference on
Visual Computing held at Cidade de Goa beach resort from Feb.23-29, 1999.

Renowned world experts in several areas of visual computing are slated to
present papers and speak at the conference.
The ten themes of the conference will include digital story telling, 3D
geometry, animation, image-based modelling and rendering, Web-based
graphics, virtual environments, & applications in education and training.

Commenting on the importance of the conference, NCST associate director
S P Mudur, who is also the program chair for ICVC99, says that the next era
will be  dubbed  the era of visual computing.
"All leading computer hardware and software  manufacturers have predicted
this to be the most important technology of the coming decade.Technological
developments that enable computing with visuals are making possible a new
revolution," says Mudur. "This new revolution is about real-time access &
sharing of digital information consisting not only of texts and sounds but
powerful realistic or imagined  visuals  and explorable 3D worlds,
enabling truly interactive multiparticipant,  multi-sensory, multimodal
and multimedia communication."

The conference has attracted some of the biggest names in visual computing
from all over the world. Oscar award-winning researcher Ken Perlin,  known
for his contributions in the development of mathematical techniques for
generation  of special effects;  and Jose Encarnacao, a SIGGRAPH award-
winner in Web-based graphics and tele-collaboration, will be among the

        I M P R E S S I O N S  O N  G O A
                               - FROM A VISITOR'S POINT OF VIEW
 

It is true that it is almost impossible to truly understand the dificul-
ties and their magnitude ... from a distance. No amount of meetings with
any number of lawyers, politicians, activists, civil servants or regular
Goan folk can give us a full picture of the struggle.

Even so - and I stand corrected by folks who know more about this - but
the following is a gist of the problem - as we see it.

1. Goa is going through a process of serious environmental degeneration
and degradation.

2. The  major  culprits are big business and  the construction industry
with tacit support from  politicians  and  civil  servants  at  various
levels.

3. Selfless  volunteers like  M3 and the Goa Foundation  have  to  fight
- often in the courts- to overcome or stem the flow of this degenerative
process.

4. The public at large is not very conscious about the happenings as The
Press  which is incidently owned by big business is at best "sluggish in
its support"  and  at  worst "excellent in marginalizing the activists".

5. The  powers-that-be  are 'supersensitive' to  the criticism and take
criticism personally - either  unwilling or unable  to  understand that
what is being criticized  is the idea and not the person ! Criticism is
also conveniently labelled as "anti National or anti development ".

A  point  is made about the jobs which will be created for Goa..... and
yet as the  experience of the miserably filthy Konkan railway has shown
... very few jobs have been created for Goans; the only prominent thing
which has happened is that the Goan environment has been damaged.

Unfortunately for  Goa and  the environmentalists - there are scores of
problems to deal with..... it is just  a flood of problems and a deluge
of obstacles.

an overt message of encouragement on Goa Net to the brave Goan
Environmentalists.

GOA POLITICAL SCENARIO ..... FOLLOW-UP TO EVENTS & RECENT HAPPENINGS

* Goa is seeing a rush for party tickets. Behind the scene canvassing and
lobbying has started and cut throat competition is going on between former
MLAs and new htmlirants.
* Congress, divided into several groups, is facing major problems in
satisfying different leaders.
* With Dr Wilfred de Souza out of the race for Congress chief ministerships,
other CM-hopefuls include Pratapsing Rane, Dayanand Narvekar, Luizinho
Faleiro, Shantaram Naik and Nirmala Sawant.
* Some industrialists are also trying for Somnath Zuwarkar to take over the
leadership of the Congress legislature party after the polls.
* For Congress leaders in Goa, the greatest fear is the implementation of
the *Panchmari formula* (named after the venue of a recent Congress national
meet) which allocates one-third of seats to women, some to youth, backward
communities and minorities.
* If this formula is applied, some 20 to 25 of Goa's 40 seats will go to
these reserved sections, thus bringing in new faces.
* Many politicians also want early elections because of the fear of the
Damocles sword of election reforms over their head. These reforms have been
advocated by prime minister Atal Behari Vajpayee and the Election
Commission,
in the hope of cleaning the existing poll system of money, musclepower and
criminals.
* Cadre-based BJP is also facing problems, after admitting certain persons
with a Congress- culture into the party.
* Sangh Parivar members are stepping up pressure on the BJP to select their
hardcore members as candidates. They feel that unless a *Hindutva* policy is
enforced in Goa,  they will not get more seats, with the MGP trying to win
over non-Brahmin (Bahujan Samaj) votes.
* The MGP has changed its strategy. It is trying to have an alliance with
the UGDP and the Goa Rajiv Congress, hoping that the alliance will bring the
Hindu and Christian Bahujan Samaj together.
* Alliance partners are having meetings to finalise their strategy and select
   tentative andidates.
* If politicians all want early elections, the people and many organisations
have suggested that elections be held after the monsoons so that clean
persons are elected to the Goa assembly.
* Some citizens also demanded that developmental works be finished before
the  monsoon, which they fear will be delayed if the government machinery is
kept busy  once the poll process begins before the monsoons.
* NARVEKAR FOR ALDONA_ Former deputy chief minister Dayanand Narvekar is
very apprehensive of his victory in Tivim constituency, and is therefore
making moves to shift to Aldona. Voters told GoaPost they were not satisfied
with the functioning of the former deputy CM. People specially from  Nadora,
Colvale, Assonora and partly  Tivim are likely to deviate away from him.
Chances of winning in Aldona  constituency seem to be bright, as development
works in Aldona have taken a backseat over the last 10 years.

* There is also another possibility of Dr Wilfred de Souza contesting against
Narvekar, wherever he goes to contest, so as to get rid of this Duler-based
shrewd politician.

        "Cooking for the Empty Nest" -  Recipe of the Week
                     CHICKEN WITH FETA CHEESE
 

This is a wonderful braised chicken dish, with onions, tomatoes and feta
cheese which melts into the meat and sauce.

Be  sure  to use imported feta, moist and salty, and have only very juicy
tomatoes to give off plenty of liquids; that is why most of the time
Use canned tomatoes and their juices, since most fresh tomatoes are good
only at the peak of the season.

Ingredients:
3 Pound Chicken - Cut into 8 pieces - breast halves boned and skinned
3 Tablespoons olive oil
4 Medium size yellow onions - sliced
17 Ounce can plum tomatoes or 1 1/2 pounds fresh tomatoes 2 Garlic cloves
-minced 1/2 Tehtmloon dried oregano 1/2 Tehtmloon salt 1/2 Pound feta cheese
-cut into paper thin slices Freshly ground black pepper - to taste.

Heat 2  tablespoons  olive  oil in a 12 inch heavy or cast iron skillet.
When the oil is hot but not smoking, add the 2 chicken breast pieces and
cook them for 30 seconds on each side. Remove them to a plate &  reserve
to  finish  cooking  later because chicken breasts cook faster than dark
meat. Brown the rest  of the chicken pieces until golden brown (15 to 20
minutes)  over medium heat, turning the pieces over occasionally.
Transfer the chicken pieces to a plate. Add sliced onions to the skillet
with remaining  tablespoon of olive oil. Stir onions constantly and cook
for 15 minutes until slightly coloured.

If using fresh tomatoes, drop them in boiling water for 30 seconds,remove
from water, peel &  chop retaining their juices, or use a 17 ounce can of
plum  tomatoes  with  their  juices. Stir the tomatoes and juice into the
onions; add the minced garlic and oregano.  Put the chicken pieces (minus
the breast pieces) on the onions and tomatoes. Sprinkle 1/2 tehtmloon salt
and freshly ground pepper over chicken pieces.
Cover and simmer over medium-low heat for 30 minutes with the surface
bubbling gently.

After 30 minutes, bury the chicken breast in the onions and tomatoes, and
add the juices on the plate to the skillet. Totally cover the chicken
pieces with the paper-thin slices of feta cheese.
Cover and continue cooking for 15 more minutes. The feta will melt over
the chicken and into the sauce. Serves 4.

Serve  this dish right from the skillet with rice or noodles, my favorite
is spinach fettuccine. You may well want to make this dish more than once
during the year, and do invite friends over as it is worth sharing. Enjoy!
