GOA-WORLD TEAM CONGRATULATES:
LAMBERT MASCARENHAS for publishing the fourth edition of his classic
novel "Sorrowing Lies My Land".
First published in 1955, the book has been translated into
Marathi
and Telegu and recently into Konkani, also
in Nagri script.
Goa University's English Department uses this book as a reference
book for MA students.
THE ORGANIZERS OF THE FOOD AND CULTURAL FESTIVAL OF GOA including
the participants of the Vegetable carving competition for adults,
folk dances by Shri Sanskutik Kala Mandal-Mardol, The Rythm Makers
Orchestra, Eufemia Fernandes for the Fashion Show, Creations for
the Rap Dance, Rosario Rodigues for presenting the konkani program,
Francisco Martins for the excellent stage, stalls and decor.

DEGENERATION OF POLITICS AND KONKANI
MOVEMENT IN GOA:
At the 22nd session of the All-India Konkani Parishad held recently
at Belgaum, Karnataka the speakers bemoaned the degeneration of
politics in Goa.
Renowned writer and president of the conference, Pundalik
Narayan
Naik, condemned the practice of mixing
religion with politics.
Assailing the ``un-principled and unethical politics
in Goa,''
he said the State had seen a change of three Governments a span of
six months.
Despite Konkani being made the official language
in Goa in 1986,
it was yet to be implemented fully.It was time another agitation was
begun to get Konkani its rightful place in the administration.
Discussing the nature of the people of the Konkani region,
Mr. Naik
wanted more soul-searching to be done. He criticised the tendency
of
using youth for agitations and discarding them later. He
took elder
Konkanis to task for mistrusting youth, although youth were talented,
responsible and trust-worthy.
He said it should not be forgotten that youth were in the forefront
of ``Konkani movement''.
The youth festivals being held in the past 4 years and
the success
of the first Konkani Youth Literary Conference
in Kepem in Goa
recently had showed what youth were capable of doing.
Referring to Konkani literature, he said the language
was yet to
produce outstanding works. Some advancement could be seen in
poetry and short stories. But novels were yet to make the top
grade.
He wanted Konkani writers to be more ``people- oriented''.
He noted with satisfaction the achievements that Konkani
had made.
Among them were its inclusion in the Eighth Schedule of
the Consti-
tution, getting recognition from the Central Sahitya
Academy and
finding a place in education.
The meeting was inaugurated by the Karnataka
Minister for Sugar,
Mr. Umesh Katti, who said Belgaum was a `Triveni Sangam' of Kannada,
Marathi and Konkani. The Bishop of Belgaum, Rev. Bernard Moraes,
declared open a book exhibition.
Dr. Ginde released recently-published books and the Goan Agriculture
Minister, Ms. Victoria Fernandes, released a souvenir,``Rashmi.''

HOUSING LOANS FOR GULF NRI's:
* India Abroad (Dec 11) has announced an LIC (Life Insurance
Corp.)
move to offer housing loans exclusively for Indians living in Bahrain,
the UAE and other Gulf countries.
* Two wholly-owned subsidiaries of the company - LIC Housing
Finance
Ltd and LIC International, Bahrain and UAE -
have come toether to
float the scheme.
* Max maturity period for the loans is 7 years, though
Indians back
home can take upto 20 years to repay."Most of the employees (of Indian
origin) are on contract of 3-5 years in Bahrain and other countries.
That's why we decided to limit the period to seven years,"
said LIC
Housing Finance chief excecutive officer Kranti Sinha.
* This new loan scheme will have many advantages for N.R.Is
- including normal interest rates, almost halved processing costs and
considerably simplified application procedures.
* To further help NRIs buy houses or any other property in India, the
company will shortly be introducing an advisory service.

UPDATE ON GOAN INTERNATIONAL
Goemkars,
We feel very encouraged with the responses we have had from many
of you Goans, Oscar for his effort in trying to make contact with
the Goan Hindu Associations in New York. Others who are continuing
to make efforts to make a success of Goans International for the
betterment of the Goans Globally.
It also heartening to know that Tim D'Mello has called for a
Goans Initiative meeting in Toronto - Canada, we hope all other
Goan organisations will do the same wherever they may be.
Ghtmlar Almeida and Ulysses Menezes from Goa-World Team (based in
Kuwait) have promised us their support, we hope we can work with
them to make it happen, We hope other organisations will do the
same, we will try and be as transparent as possible !
The Goans International has been growing at a steady space, some
of those who had promised to assist us have not yet responded,
for reason yet unexplained. They may still be on their holidays,
or they may be they are still unpacking their Christmas presents.
I would appeal to each and every one of you, spare a thought for
Goa and Goans who need US, Goan bashing should STOP ! Gossip and
personal attacks should be a subject of the past , Unity is what
we should strive as we race to the New Millennium.
We at Goans International have designated the Year 1999 as the
year of "GOAN-UNITY 99"
As we are expanding we need more of your "support" not vocal,
but by your actions. Please do not support ME, please support
the Goans International.

Dear Cassius,
Are you still working on the Y zero K problem_ This change from BC
to AD is giving us a lot of headaches and we haven't much time left.
I don't know how people will cope with working the wrong way around.
Having been working happily downwards forever, now we have to start
thinking upwards. You would think that someone would have thought
of it earlier and not left it to us to sort out at the last minute.
I spoke to Caesar the other evening. He was livid that Julius hadn't
done something about it when he was sorting out the calendar.
He said he could see why Brutus turned nasty.
We called in the consulting astrologers, but they simply said that
continuing downwards using minus BC won't work. As usual, the
consultants charged a fortune for doing nothing useful.
As for myself, I just can't see the sand in an hourglass flowing
upwards.
We have heard that there are 3 wise guys in the east working on the
problem, but unfortunately they won't arrive till it's all over.
Some say the world will cease to exist at the moment of transition.
Anyway we are continuing to work on this blasted Y zero K problem
and I will send you a parchment if anything further develops.

HAIR A beauty parlour in Goa. As I come down the spiral stairs,
I am already looking a million times better than I did when
I walked into Claudine's Beauty Parlour in the Goan capital,
Panjim. Upstairs, while sitting in a rickety booth with my legs
sticking out into the corridor, I have been waxed and buffed to
within an inch of my life. Georgina and two assistants have
also given me a perfect manicure and pedicure, despite the fact
that there's only one electricity socket so they have to keep
unplugging the foot spa to use the hand massager.
The finishing touch is a session in the hair salon, crowded with
local women sitting under plastic hoods, the design of which
would be called "retro" in London. I have declined the shampoo
and rather ferocious set that seems to be all the rage here, and
opted for a wash and blow dry. I brace myself for the usual
questions about my private life, but Michelle has other ideas.
She grew up in London and wants to talk about what's happening
in the UK. We gabble on, ignoring the trellis of hanging wiresand
the shiny pale pink paint on the walls.
The best bit is still to come, however. I have been in Claudina's
for about three hours, but my bill is less than a fiver - even
with a tip. I float out into the hot, dusty street feeling like
a millionairess.

OF THE YEAR - 1998
Person of the Year: Chandrababu Naidu
Villain of the Year: Laloo Prasad Yadav
At the end of 1998 we conducted polls at Samachar for the "Person of
the Year" (PoY) and "Villain of the Year" (VoY). Over 55,000 respones
were received for the two polls combined.
Both the categories threw up two persons who left the rest way behind,
with a very small margin (about 5 per cent) between themselves.
Leading the PoY list was Chandrababu Naidu (31.9 per cent), the
redoubtable CEO of Andhra Pradesh, who was seen as the first Indian
leader to give infotech its due. He was closely followed by Atal
Behari Vajpayee not just for taking the initiative vis-a-vis the
nuclear bomb, but also for being an "honest and clean person" in
leading India.
The ANDHRA PRADESH CHIEF MINISTER Chandrababu Naidu's response to the
poll and his message to our readers.
"I am overwhelmed by the response of your readers to vote me as the
Person of the Year for 1998! The vote perhaps represents an urge on
the part of a large number of Indians that their political leaders
should focus on development of the nation and should steer clear of
petty politics. For much too long politicians in this country have
wasted their energies on inane trivia rather than focusing on matters
of substance."
"As we approach the next millennium we need to seriously introspect
as
to what we have achieved so far as a nation. We are a talented people
with many examples of individual and collective genius, and yet others
have overtaken us in most fields.Indians abroad have earned great
laurels - look at Amartya Sen, and yet in India our achievements have
been far less remarkable. Obviously things have gone wrong somewhere!
I believe that one of our most important failings has been a lack of
proper vision. The only limits to human achievement are in my opinion
those of vision. Without clarity of vision we cannot define clear
goals for ourselves, and without clear goals there can be no
meaningful achievement. The time has come when we must take a long
term view of our collective future. Development does not come easy.
It
is the result of hard and systematic work. The political leadership
in
our country needs to commit itself with single minded purpose to
improving the quality of life of our people. We have no time to lose."
"The new Millennium promises to usher in the age of information. We
will have to prepare ourselves for the Information Age if we are not
to be permanently reduced to the status of laggards. The Information
Age offers great challenge but also tremendous opportunity for our
country. We must not miss the opportunity that Information Technology
presents to leapfrog into the future. After all Knowledge will be the
critical determinant of success or failure in times to come."
