          INTERNATIONAL CONFERENCE ON VISUAL COMPUTING
                         (ICVC 99) IN GOA:

The verdant, salubrious coastal state of Goa, with its idyllic
palm-fringed beaches, has always been a visual delight.
Come February, Goa will play  host to visual treats of a completely
different kind: The International Conference on Visual Computing
will be held at Cidade de Goa beach resort from Feb. 23-29, 1999.

Renowned world experts in several areas of visual computing are slated
to present  papers  and speak at the conference. The ten themes of the
conference will include digital story telling, 3D geometry, animation,
image-based modelling and rendering,
Web-based graphics, virtual environments, and applications in education
and training.

Commenting on the importance of the conference, NCST associate director
S P Mudur, who is also the program chair for ICVC99,
says that the next era will be  dubbed  the era of visual
computing.
"All leading computer hardware and software  manufacturers have
predicted this to be the most important technology of the coming decade.
Technological  developments that enable computing with visuals are
making possible a new revolution," says Mudur.
"This new revolution is about real-time access & sharing of digital
information consisting not only of texts and sounds but  powerful
realistic or imagined  visuals  and explorable 3D worlds,
enabling truly interactive multiparticipant,  multi-sensory, multimodal
and multimedia communication."

The conference has attracted some of the biggest names in visual
computing from all over the world. Oscar award-winning researcher
Ken Perlin,  known for his contributions in the development of
mathematical techniques for generation  of special effects;  and
Jose Encarnacao, a SIGGRAPH award-winner in Web-based graphics
and tele-collaboration, will be among the star  speakers at
ICVC 99. For participation details,  call NCST on 6201606 or

                    SOME PONDERING FOR THE WEEKEND!

MONEY AND KNOWLEDGE:
Here's the answer to the question "why is my salary so low_":

Engineers and scientists will never make as much money as business
executives.
Now a rigorous mathematical proof that explains why this is true:
Postulate 1:  Knowledge is Power.
Postulate 2:  Time is Money.

As every engineer knows,
 Work
-------- = Power
 Time

Since Knowledge = Power, and Time = Money, we have:
 Work
--------- = Knowledge
 Money

Solving for Money, we get:
 Work
----------- = Money
 Knowledge

Thus, as Knowledge approaches zero, Money approaches infinity
regardless of the Work done.
Conclusion:  The less you know, the more money you make.

FREEDOM FROM HATRED  - AN OPEN LETTER FROM GOA

Date: Sat, 23 Jan 1999
From: "damodar  mauzo  " <dymauzo@bom2.vsnl.net.in>
(by way of Frederick Noronha <fred@bom2.vsnl.net.in>)
Subject: Freedom from hatred

May I use this forum to express my views on the ongoing hot topic
in the socio-political sphere.
Prime Minister Vajpayee's  appeal for a national debate on conversions
is yet another meek attempt of compromising with principles to
accomodate the evil designs of the the
Fundamentalist forces.
What actually we need is a Debate on 'Freedom from Hatred'.
We need not learn America's 'Freedom to Hate not to Hurt'.
Let's learn to 'Hate to Hurt'.
Conversions of the illiterate Aadivasis, whether forced or
allured or persuasive, must be condemned. But we must whole
heartedly appreciate the laudable work of educating the masses
that most of the missioneries are doing. The low caste and the  tribal
Indians  were never treated by the Hindu Fundamentalists
as equals nor as Hindus.
Today for the sake of convenience they are called Hindus, just  because
it suits them_ Why don't the fundamentalists learn a
lesson and win over the tribals by imparting the education,
medical facilities  and timely help during their times of
difficulty_
There was a time when we needed religions for the well-being &
upbringing of the societies. Today the contexts are changed.
Science has replaced the religions. Unless we adopt scientific
temperament we we will not stop thinking in terms of divisiveness.
It is high time the intellectuals and thinkers from cross
sections of the society all over the country join their hands
to nullify the efforts of the fundamentalists by voicing their concern
for a better India.
The PM's plea to the self styled Supremo of the Hindu outfit Shiv Sena,
Bal Thackrey to withdraw his threat to disrupt the Indo-Pak cricket
series exposes the helplessness of the Government and is detrimental to
the secular fabric of this Nation.
A National Debate on the sensitive issues like the conversions
can only further tarnish our secular image.
Therefore this sincere appeal to our Prime Minister
- Hold a National Debate on Freedom from Hatred.

- Damodar Mauzo, Writer, Majorda,Goa, 403 713.
