 Goa-World Team is  proud to present the IX volume - Year 2 of the Gulf
 Goans Mailing List Weekend Post Newsletter.

 No doubt  to  publish a weekly newsletter for the benefit of the Goans
 in the region  and  elsewhere,  requires support & cooperation and our
 team members spread throughout  the  GCC countries as well as in other
 Middle East countries do lend us their  hand  and contribute in making
 it a success!

 We would like to go on record as  well  as  give out our little secret
 that the coordinated efforts  of our Team members are only through the
 internet and the telephone facility.  Even in Kuwait,  Goa-World Team,
 since starting  with  the newsletter, way back in August '98, have not
 physically met at any  time (touch wood) although the principal "team"
 is based in Kuwait.We are,indeed, thankful to the technological marvel
 of the communications' revolution!  The sole purpose to stress on this
 point is that we, Goans, can achieve a lot of things for  our common &
 profound benefit, with the sole objective of determination!

 As per the comments received from the Goans residing in Kuwait as well
 as those afar as the Bahamas and Norway, Goa-World Team have shown the
 right path to keeping the Goan community informed, without harming the
 personal dignity  & reputation of fellow-Goans amongst us, after years
 or should  be say decades of mud-slinging and  name calling!   Towards
 this end, our colleague,  Ghtmler  C.  Almeida, familiar  with the Goan
 community affairs & personalities in Kuwait, does a bit of "cleansing"
 and "moderating" the articles without distorting the "image","content"
 and the writer's "unique individual writing style" as well as
 personally investigating!  So far this approach has not entertained any
rebuttals  and repraisals for which we thank the Almighty!

 Due to  ever-increasing  cost of  maintaining a dedicated mailing list
 as well as the Goa-World website,  we shall in the coming months, look
 towards some sort of sponsorship --  by way of  paid advertisements as
 well as classifieds for a nominal fee.  We would  like to solicit your
 support and cooperation towards this end!

 We take this opportunity to thank all those who have subscribed on our
 mailing  list which is growing by  an  average score per week. We also
 thank all those  who  have  contributed and supported us tremendously.
 We  also thank all the Goan and Indian associations / clubs/societies/
 federations/forums/organizations/newspapers & news agencies as well as
 individuals in  Kuwait,  Dubai,  Abu Dhabi, Qatar, Oman,  Bahrain  and

                     GOA-WORLD TEAM CONGRATULATES:

Ashish K Sinai Rege, a lecturer in the Goa College of Architecture, who has
been invited by the University of Coimbra, Portugal, for a colloquium of
research scholars to be held in the coming weeks.

Retired IAS officer and a Goan, Arvind Bhatikar, will head the Goa Public
Service Commission as its Chairman.
Bhatikar, an IAS officer of the 1965 Tamil Nadu cadre, has held positions
of prominence as the Chairman of the Tamil Nadu Industrial Investment
Corporation and Chairman of the Mormugao Port.

Red Earth - Verna, who hosted a workshop on ceramics conducted by
Valentino Ghtmlar and Ms Bianca Figeuiredo on March 6 and 7. The workshop
was organised by the Dept of Portuguese of the Goa University, Red Earth,
in collaboration with Instituto Camoes and Fundacao Calouste Gulbenkian.

Guilherme Dias from Chinchinim who has been awarded the prestigious
"HRD Manager of the Year" award at the recently concluded Asia Pacific
HR conference. A product of St Xavier's College, Mapusa, Dias pursued
his MBA degree at the noted Symbiosis Institute of Business Management,
Pune.

GoaNow - New web-magazine launched:

Journalists  in  Goa  have taken the initiative to launch a new web-magazine
of their own. It's called GoaNow.
(Even though my own  name figures prominently in the credits, it was persons
like Joel D'Souza and Alexyz Fernandes and many supportive others who played
a key role in making this venture a reality. My own role was minimal... just
giving moral support and encouragement at times of uncertainity....... and I
promise not to miss the deadline the next time round.)
Such ventures, IMHO, have much potential.
Journalists can now go about creating space for themselves, and get a chance
to  tell their story  without  complaining  of  proprietorial  or  editorial
interference.
Our  plan  is  to have an editorial collective to run the Internet magazine.
It's a low-cost effort,  and  we're  thankful  to  GoaCom for the support in
making this possible. So far, the main "investment"  involved  is the actual
work of journalists and non-journalists who have put up this site.  To  make
this a self-sustaining venture,  we plan to seek tiny
individual-sponsorships, that will pay for the expenses involved  and  also
ensure  autonomy for venture. (Big sponsorships could spell a loss of
autonomy again!)

                             C.ALVARES PASSES AWAY:
 

Well known Konkani theatre personality, Celestino Santana Francisco Alvares
(popularly known C. Alvares) passed away  at Mumbai on 28-02-1999 following
a prolonged illness.  Born on 1-8-1924  C. Alvares,  hailing  from Saligao,
Bardez,  will  be  long  remembered  for  his dedication and service of the
Konkani (be it tiatrs, songs - duets of which he was famous for -as well as
films - in which he acted on premier roles) during the centuary old history
of Konkani theatre.
A handsome, evergreen hero, with a career spanning half a centuary, he made
his mark in playwriting, acting, singing, direction & promoting new talents
to the Konkani stage. He wrote over 100 tiatrs  and acted in  Konkani films
including "Amchem Noxib", "Nirmonn", "Mhoji Ghorkarn",  "Bhuirantlo Munis",
and "Uddta to Buddta".   For "Nirmonn",  he  received the 'Man of the Year'
award  at the hands of late Mrs. Indira Gandhi for  his  versatile  acting.
He was honoured at the 19th  All India  Konkani  Parishad  at  Margoa, Goa,
followed  by  Goa  Konkani / Kala Academy  encomiums  during the centenary
celebrations of tiatr.

  C. Alvares, Saligaokars, and to the Konkani lovers worldwide.

- The State Chief Election Commissioner has decided that the Goa Assembly
polls will be  held on May 29. However the date has to be approved by the
Chief Election Commissioner. (WE)
 

- DEFICIT BUDGET FOR GOA: Due to President's rule in Goa, Union Finance
Minister Yeshwant  Sinha presented Goa's annual budget for 1999-2000 in
the Lok Sabha on March 4, 1999. Preferring to wait for an elected Govt.
to raise resources to cover up  the  deficit,  no additional taxes have
been proposed in overall Rs. 13.14 crore deficit budget.
The revenue expenditure  is  projected  to  increased  by 16.8 per cent
to  Rs. 1335.87  crore compared  to Rs.1143.38 crore during the current
financial year.
 

- A public debate on power held in Panjim on March 3  culminated into a
resolution  that  a  power corporation should  be established to manage
the affairs of the power sector in Goa and that  the  State  requires a
professionally  managed  power corporation without political inference.
 

-  A  group  of  freedom fighters plan to spearhead a public initiative
against  the  politics  of  defection,  opportunism and corruption. The
freedom fighters propose to launch  a campaign  of  mass  contacts with
voters  all  over Goa, to  defeat those  candidates and leaders who are
known for  wrong doing in the past, irrespective of their presumed high
stature of party affiliation.
 

- PREFERS GALLOWS TO CONGRESS: Former C.M. Dr. Wilfred de Souza said in
Panjim, Goa on March 5, 1999 that he could be sent to the gallows if he
merges his Goa Rajiv Congress party into the Congress. (NT)

                 GOANS INTERNATIONAL ' Jamboori 2000 '

At a meeting with the Goans International activist, Rene Barreto, we talked
over the lunch. Adv. Uday Bhembre and Mr. Felicio Cardozo, both veterans of
Konkani movement and highly respected figures of Goa joined the discussions.
Rene  Barreto  who  sounded  very optimistic about the Goans International
Jamboori 2000 which would mark the onset  of the new millenium for Goans  -
at home, away from home & abroad.  Rene made one thing very clear - it will
not be merely a tourist event. Goans abroad would prefer an interaction with
the Goan people and Goan culture, and Rene was yet to crystalize  his ideas
of  the event and he  would prefer to do so after talking to and consulting
the people in the fields  of art, culture and literature. Rene looked to be
an open minded man of integrity we therefore had no hesitation in extending
him our cooperation.

Mr. Uday Bhembre  is the Chairman of the Government body "Konkani Academy"
and  also  of a  Trust called ASMITAI  PRATISTHAN which literally means 'a
trust for promoting the identity'.
Felicio  Cardozo  and  the writer of this report are the founder trustees.
Mr. Felicio Cardozo is a veteran Freedom Fighter, and a Journalist, who is
presently associated  with  GULAB, a monthly Konkani  magazine  edited and
published by Fr. Freddy D'costa.
He is  also an executive member of the Sahitya Akademi, a National Body of
Letters.

The talks were fruitful. We have extended our help in getting a few things
organized i. e. those within our domain. As I belong to the literary field,
I suggested that an exhibition of books written by Goans can be arranged or
a  stall  can  be put up at the venue which most likely be Kala Akademi in
Panaji. I also suggested  that KHELLs, a traditional form of street-plays,
can be organized which will also  serve as an impetus to revive this dying
form of performing art.  Rene seems  to have liked the idea.  I  hope this
materialises.  Another  suggestion  was to bring out an audio cassette  to
teach the basic Konkani to English speakers.  This  will help the tourists
as well as to those Goans who have lost touch with this Language.
This, if done, should be released prior to the event, we felt.

Mr. Bhembre eloquently  argued that Goans can retain their identity only
through  Konkani. If  the language of the common people is not preserved
and promoted  in  the State  we will be aliens in our own land, he said.
The Goans International should also extend their support in the cause of
promotion of Konkani.

Mr. Felicio Cardozo,  who has served as a secondary teacher in Navelim said
that script is no more a barrier to any one community now that the students
of  all  the  communities  in  Goa are equidistance from the nagari script.
We  also acquainted  Rene about  the  ongoing  electronic  project entitled
'Development of Corpora of  Texts  of  Konkani Language in Machine Readable
Form'.  The project will be completed by the end of March '99. The ultimate
goal of the  project,  which  is also run in other Indian languages,  is to
translate a text from one language into the other.

The Goans International Jamboori 2000, if stands for Goan Unity -  as  Rene
puts it -  then  most of the progressive minded people of Goa will  love to

   ASMITAI PRATISTHAN - which literally means 'a Trust for  promoting the
   Identity' aims and objectives of the Trust are to preserve and promote
   the language, art and culture of Goa. The Trust has published 8  books
   in Konkani."  The trust has also produced a Documentary
   telefilm 'Konkani Bhashecho Itihas' (the History of Konkani Language).

Alcantraz Savio Baretto, a veteran footballer from Navelim, Salcette,
was  felicitated for his football career in Goa as well as in Kuwait
recently.

Goa Maroons lift seven-a-side tourney trophy organized by Curtorcares
United on Kuwait's National Day.

Tony Fernandes and Paul emerged winners of the Doubles Carrom Tourna-
ment organized by The Family Circle Club.

Diana D'Mello has been elected as one of the office bearers for 1999-
2000 of the Association of Indian School Ex-Students-ISK.

Ghtmler Almeida (Goa-World Team) has been nominated as "contact person"
for Kuwait by "Expressions - The Flower Shop" of Panaji, Goa.
