NEW INTERNET ROUTERS FOR VASCO & MAPUSA
---------------------------------------
New Internet routers have been set up in the Vasco and Mapusa localities
of Goa. This should make the entry into cyberspace easier for many more
cybercitizens!
In Southern Goa, the situations of Margao cyber-surfers was expected to
improve after setting up of a Fetex exchange in that area.
Also, there are new numbers in Goa, through which one can access the
Internet. These are 1 7 2 2 2 2 (for TCP-IP accounts)
and 1 7 2 2 2 3 (for shell or non-graphical accounts)
These numbers make it slighter cheaper to call, compared to earlier.
Earlier, access the Internet meant one unit (call-unit) would be charged
for every three minutes logged on. Now, one unit will be charged for
every five minutes. (These charges are for phone-usage, and are separate
from the Rs 3 0 0 0 for a hundred hours one pays to the service provider,
which is the VSNL or the DoT.)

FEATURE ARTICLE - DR. GERRY RODRICKS
- A THOROUGH GOAN TO THE CORE
--------------------------------------
Dr. Gerry Rodricks, son of Baltazar & Concilia Rodricks of Carmona,
Salcette, Goa - one of nine children, was born in Bombay (Mumbai) and
received an excellent education at the hands of the Jesuits of St.
Xavier’s School and College and later went to Law College and the Secondary
Teachers College, collecting his L.L.B., M.Ed. and Ph.D. Degrees from the
University of Bombay. All his brothers and sisters are very well educated
with 2 medical practitioners and 3 Ph.D’s among them. Dr. Gerry has had a
very interesting life. In Bombay he founded and presided over the
‘Xavierite League’ - an organization that assisted with all church activities
including a choir of 50 singers and an annual Christmas Tree for over
2000 children.
Getting into the education field, he was soon spotted by the House of
Chowgules who appointed him Principal of their School in Vasco-da-Gama,
Goa in 1969. In a couple of years, he joined the Diocesan Society of
Schools and served them from 1971 to 1982. During these years in Goa, he
excelled in his stage qualities, in writing, acting and producing dramas,
which earned for him the unique and prestigious “State Award for Dramatics”
in 1982, and winning most of the awards at the Mando Festivals in Goa.
It was in the same year that he lost his friend and colleague, Stanly
Alemao and was called upon by the Board of Trustees to shoulder the
responsibility of Principal of the New Indian School in Jabriya, Kuwait.
The heights to which he raised the school got him kudos from not only
his students, staff and parents, but also the Ministry of Education-Kuwait,
who recognized his academic qualifications, his administrative abilities and
his multi-faceted talents when he introduced the Parents Day, Prize
Distribution Day, Childrens’ Day, Teachers Day, Road Safety Patrol,
School 4-Voice Choir, Wealth from Waste Day, etc., etc.
Dr. Gerry was Principal until the Iraqi invasion, which made all, fly
from Kuwait and losing material possessions here. He returned in 1991 to a
well-deserved administrative position with a renowned establishment.
He joined the Goan Welfare Society (GWS) in 1993 and assisted with his
vast experience in all the avenues of the Society’s activities, especially
in the Educational Cell (Section), which saw to honouring our Goan school
students, here in Kuwait as well as in Goa (Secondary School and Higher
Secondary School level). He organized the Career Guidance course for
students, and there was never a ‘quiz contest’ or a ‘questionnaire for
beauty queens’, or an ‘essay competition’, which did not have Dr. Gerry
behind it. His influence was apparent at the Christmas Tree, May Queen
Ball, Picnics, Goa Day, etc. which activities grew better and better
each year.
Dr. Gerry gave to “Caesar” what was Caesar’s and to God, what was God’s,
and thus was spiritually involved in the Salmiya Chapel-Kuwait as
Eucharistic Minister from 1991; held the portfolio of Liturgy for 4
years and until October 1998 was the Director of the Chapel Choir that sings
in 4 Voices to the Glory of God.
A thorough Goan to the core and a strict disciplinarian, he is ably
assisted by his wife, Linda, in all his activities. Their son, Gustav
has settled with his family in Toronto, Canada and their daugther, Lianne,
who too was on the Committee of the G.W.S., is an officer with Reuters in
Abu Dhabi, U.A.E. - all of them involved with Goan organizations, wherever
they are. Dr. Gerry has widely travelled around the globe on both
professional and personal level too.
Dr. Gerry leaves us to enjoy a well deserved retired life in Miramar,
Goa, but when asked about it, a sly smile crossed his face as he said,
“Inshallah, I may be back if some good offer comes my way, as I can
never remain inactive.........”.

FOR THE CULINARY ENTHUSIAST
- IMPROVISED VERSION OF INDIAN CHUTNEY

Hi Live-to-Eat Types !
Being a culinary enthusiast I just love to conjure up bizarre
concoctions (but they are palatable, believe me)!
Hey, here's an improvised version of an Indian Chutney. Makes a delicious
spread for a sandwich or pizza. Stays fresh for days together in the
refrigerator and can be re-heated. I like to savor it just anyway !
Coconut Green Chutney:
---------------------
1 Coconut (fresh); 7 Green Chillies (may make it 10 if you prefer it real
spicy); 3 Dried & crisp Red Chillies; 25g Coriander or Parsley; 1 tsp
Mustard Seeds (Rye); 7 Curry Leaves (if available); 1 Lemon, 2 tbl-sp Oil
1 tsp Common Salt (or added to taste).
Chop Coconut, Green Chillies and Coriander/Parsley into small parts.
Put all three in a grinder and add salt. Grind finely adding little water
intermittently (should become in paste form). Add just a few drops of Lime.
Taste for salt. Set aside in a large bowl. Heat oil in frying pan. Fry
the Mustard Seeds (immediately cover the pan with a lid or you get the Seeds
on you)! Shake the pan with lid on to make sure all the seeds are fried.
Decrease the heat to minimum and add in the Red Chillies (broken into large
pieces) along with the Curry Leaves to be fried. Don't keep on heat for long
or you get a "Black Chutney !" Immediately pour the sizzling contents,
along with the oil, into the bowl containing the Coconut paste. Mix well
and cover
the bowl for 15 minutes. Your Chutney is ready ... mmmmmmdelllllicious !

GOAN TEAMS SHINE IN U.M.O. FOOTBALL TOURNAMENT

Goan Teams, Saligao Sports Club and Santos Sports Club enters the
quarter-final rounds of the Bahrah All Indian Football Tournament
organized by United Malaylee Organizations (UMO), under the auspices
of the Embassy of India - Kuwait. This is the first time Goan Teams
registered under KIFF are participating in the UMO Tournament, held at
Al Nasir Stadium, Jleeb Al-Shuyouk.

TOP SCIENTISTS WINS BHASIN AWARDS

The Om Prakash Bhasin Awards for Science and Technology 1996-97 were
presented to sever outsanding scientists recents in New Delhi. The
award instituted by Om Prakash Bhasin Foundation for Science &
Technology in the name of late Om Prakash Bhasin - a renowned
businessman, who worked in Kuwait for a long period, are given every
year to renowned sicents in India for their pioneering work in seven
fields: Agriculture and allied sciences, biotechnology, electronics and
Telecommunication, Energy including Atomic energy, Engineering and

regular workshop while Mathew was the best evaluator.
The meeting had a veteran Toastmaster from Canada as guest. Jim
Beardsley,
a retired school principal, has been an active Toastmaster in Calgary
for
more than 15 yeas and he is an Able Toastmaster (ATM), the second
highest
recognition from Toastmaster International.

U.S. boarding schools scout for Indian students

New Delhi, Nov 1- Elite American boarding schools are targetting
students from affluent Indian families for admission in their institutions.
The Association of Boarding Schools, USA, an exclusive group of American
boarding schools, will hold presentations tomorrow in New Delhi and
subsequently in Mumbai to enlist students for the coming academic year.
The association has identified India as "the next growth area for
attracting international students". The Hyatt Regency hotel in
the capital will be the venue for the November 2 presentation while the
one in Mumbai two days later will be held at the Taj Mahal hotel.
American schools are keen to attract bright Indian students with
a good academic and extra-curricular record and the association is sending at least 15 admission directors to interact with prospective students and their parents.
Some of the schools participating in the programme are Wyoming Seminary,
popularly known as "Sem"; St. Margaret's of Tapahannock, Virginia;
Solebury of New Hope, Pennsylvania; and Devereaux Glenholme of Washington, Connecticut, which is a special school for the learning disabled.
The U.S. has replaced Britain as a major destination for Indian
students over the past couple of decades for both early schooling and
higher students.

Iraq wants to buy Indian buffaloes

New Delhi, Oct 3 0 - Iraq has shown interest in buying cattle from India to build up its dairy industry crippled by the after-effects of war and U N sanctions.
The Iraqis are particularly interested in purchasing buffaloes, the best
breeds of which are available in India, the acknowledged world leader in
milk production.
A team of Iraqi experts will come to India shortly to study the Indian
breeds and assess their suitability to agro-climatic conditions in that
country, Agriculture Ministry sources told India Abroad News Service.
For the purchase of the animals, Baghdad would have to get permission from the United Nations, which has imposed economic sanctions on it following the 1 9 9 0 Gulf War. The sources said the deal could be worked out under the oil-for-food programme under which the U.N. has permitted Iraq to sell oil worth two billion dollars every six months to enable it to purchase food, medicines and other essential goods needed for its people.
A memorandum of understanding (MOU) between the two countries on
cooperation in farm research is also on the anvil.
Possibilities of Indo-Iraqi farm cooperation have emerged after the
recent visit of Union Agriculture Minister Som Pal to Baghdad. His October 8 - 1 0 visit was in response to an invitation by his Iraqi counterpart, Abdul M. Mohammed.
Agriculture Ministry officials said the meeting between the two ministers was exploratory in nature. Potential areas of cooperation were assessed so that concrete action could follow.
The two sides agreed to sign an MOU in the next three months or so to
facilitate greater cooperation between the Indian Council of Agricultural Research (ICAR) and its Iraqi counterpart, sources said. The details of the MOU are being worked out.
The two sides feel that there are possibilities of cooperation in the
training of young Iraqi scientists in ICAR institutes, exchange of
germplasm, especially in food crops like wheat and rice, and in the field of agricultural machinery, where India has made advance in designing farm equipment suited to small farmers.
In agricultural production technology, including wheat and rice breeding, Indian scientists have developed a number of varieties suited to various agro-climatic conditions. India, the officials said, had always offered to share its experiences in the "Green Revolution" with other developing countries ready to adopt them to increase their production and productivity.
Since water is a constraint in many areas in Iraq, the two sides feel that there is scope for cooperation in water management and watershed
development. Technologies developed by Indian experts for effecting water economy, rain water harvesting and recycling could be relevant to
conditions in many of the developing countries.
The two countries have noted that there is much scope for cooperation in
dairying with India's "Anand pattern" of collection of milk, transportation, distribution and processing widely acclaimed as a model for many other developing countries. Anand town in the western Gujarat state is a major centre of India's dairy industry.
According to U. N. Food and Agriculture Organisation (FAO) statistics,
India has now emerged as the world's largest milk producer, relegating the United States to the second position. India's milk production in 1 9 9 8 - 9 9 is forecast to touch 74 million tonnes, ahead of the U.S. record of 7 1 million tonnes.
Sources said potential for Indo-Iraqi cooperation also exists in the
poultry sector. India now ranks second in poultry meat production and fifth in egg production, thanks to development and propagation of a number of new layer and broiler strains. (*)

Postmen will soon be delivering e-mail in India

New Delhi, July 2 4 - People in India might soon have their e-mail
delivered at their doorstep by the local postman. This is part of the
ambitious package the Task Force on Information Technology and Software
Development has proposed.
The 1 0 8 recommendations, which were submitted to Prime Minister Atal
Behari Vajpayee in the first week of July, are expected to be implemented shortly, according to senior officials.
"In about a week or so, the cabinet would give its approval and the
government would issue notifications to individual ministries to take
action," N. Sheshagiri, member-convenor of the Task Force and the director general of the National Informatics Centre, told India Abroad News Service in an interview.
Elaborating on the much publicised plan to convert 6 0 0 , 0 0 0 public phone booths in India into 'information kiosks', Seshagiri said that it would just need installation of a multimedia personal computer (PC) by the booth owner, with very few peripherals.
To be known as a Public Tele-Information Centre (PTIS), the booth would
offer the public facilities like e-mail, Internet browsing, fax,
tele-information services and even desktop video conferencing, Sheshagiri said.
"Every post office will have an e-mail address. The Department of Posts is already installing computers at post offices," Sheshagiri said, adding that e-mail sent to the address of the post office would then be delivered by the postman to the addressee.
"This is a new technology movement. It is a poor man's solution. It costs hundred times more to talk over the telephone for the same message
content," he said.
The recommendations of the Task Force, which was constituted on May 22 by Vajpayee, was scrutinised by a panel comprising the Union Ministers for Communications, Finance, Defence and Human Resource Development who made some "positive modifications" and passed it onto the Prime Minister, Sheshagiri said.
He said that TV owners who wanted to access the Net and interact through
e-mail would have to buy a "high speed cable modem or a 'set-top box" to
download it into their sets.
The cable operator would have to install a server to the Net for providing this service to his subscribers. Asked whether people would actually opt for this scheme, he said: "One has to experiment. Many people are not interested in buying a computer but want Internet access."
The Task Force has been in touch with private software entrepreneurs for
implementation of the revolutionary 'IT Action Plan', Sheshagiri said.
The plan envisages removal of the monopoly of the government-controlled
Videsh Sanchar Nigam Limited (VSNL), which is the sole provider of Internet access at present, by opening more external gateways to the Net. These will be controlled by the Department of Telecommunications and authorised Internet Service Providers (ISPs).
Emphasising that "greater freedom has to be given to the private sector", Sheshagiri said that having only one gateway to the Internet was "virtually damping enterprise".
"Our ambitions are very high and we can achieve them. But first,
constraints have to be removed," Sheshagiri said.
Not only does the Action Plan for "de-bottlenecking" the path of IT
development in the country intend to bring the World Wide Web within the
reach of common people, it also recommends quick building of information
infrastructure.
To accomplish this, the railways, state electricity boards and other
organisations involved in building nationwide infrastructure, would be
allowed to lay fibre optic cables simultaneously.
With a view to making India a global IT leader with annual software
exports of $ 5 0 billion within 1 0 years, the UNion Finance Minister had earlier this month announced a fiscal package giving massive tax
concessions to the Information Technology sector.

Move to issue separate passports to Indian children

Qatar: Following a decision by New Delhi, names of Indian children will no
more be endorsed in their parents' passports, the embassy said yesterday.
All the children, including new-borns, would need new passports, said Sibi
George, second secretary, at the embassy.
The move is part of the Indian government's "continuing endeavour to streamline
procedures with regard to issuance and servicing of passports to Indian
nationals". The present practice of adding names of minor children in their
parents' passports has thus been discontinued.
George said the measure was being introduced in the wake of practice,
increasingly being followed by foreign diplomatic missions, of granting
visas to minor children only if they are in possession of separate passports.
The concessional fee for issue of a new passport for minors is QR45 as
against QR125 for an adult. All children applying for separate passports
would be automatically granted endorsement of "Emigration Clearance Not
Required" (ECNR), provided their parents have the same in their own
passports, George said.
He advised parents to submit children's birth certificate and photocopies of
passports of both parents while applying for new passports.
A minor is one who is less than 15 years of age and their passports will be
valid for five years from the date of issue or till they turn 15, whichever
is less. Normal passports have a validity of 10 years. The shorter validity
had been stipulated for children because of the fact that the physical
appearance of children changes considerably over five years, George clarified.
He said he was not expecting a sudden rush at the embassy for new passports,
though there are thought to be hundreds of children without their own
separate documents. But he said that the embassy was fully equipped to meet
all the consular needs of Indians in Qatar.
The decision takes immediate effect but New Delhi hasn't stipulated a final
date before which the changeover has to be finished.
