Ph.D. of the Open International University for Complementary Medicine
at the convocation by Albert Nai yan Kou, of the Republic of China.

Sports Club and Vasco Sports Club -all the best at the Bristols Rovers
Cup competition in Mumbai.
{Dempo Sports Club are four-time champions and 1989 runners-up.
The competition has prizes as follows:
Rs. 3 lakhs for champions,  Rs. 2 lakhs  for runners-up and Rs. 1 lakh
each for the losing semi-finalists.  Besides, cash awards to the teams,
the player of  the tournmanet would get a  purse  of  Rs. 50,000/- and
late Akhtar Hussain Memorial Trophy instituted  by  former MP and cine
star Sunil Dutt.  The  finals  will be held on December 5, 1998 at the

                  GOAN CULTURAL SOCIETY - DUBAI, U.A.E.

Founded 11 years ago by prominent Goans based in Dubai - basically only
members of Goan  origin  are  enrolled  but their spouses automatically
become members if either of them is of Goan Origin. Presently, over 500
members at the moment i.e. Life and Ordinary. The membership is renewed
every year of ordinary members.

Main activities:
Sports Festival and Football Tournaments:
-  Every year "Sports Festival" is held for Members and their families.
-  All Goa Inter-Village Football Tournament held every year during the
Holy  Month of Ramadan. On an average 15 Teams participate. All of them
must  name  their Team  after  a Goan Village Team.  Last year 14 Teams
participated and previous year 16.
Last year's (1997) winners were F.C. Siolim and Runners-Up were Vasco.
1996 winners were Vasco and Runners-Up were Varca. Goa's Ex-Chief
Minister, Churchill Alemao attended the Finals that year.

Entertainment:
- Annual Member's Nite held every year.
- In addition to Members' Nite occasionally major 31st December Nites
are held with Bands coming from Goa.

Stadiums:
A class stadiums are chosen for the events like "Iranian Grounds"

          4TH ANNUAL GOANETTERS MEET & GOACOM-CSI AWARD CEREMONY
                     ON 28TH DECEMBER 1998 IN GOA

The 4th Annual GoaNetters meeting will be held on 28th December 1998
at Hotel Solmar, Panaji, Goa.
The "discussions" part will last from 10:00 a.m. to 1:00 p.m.
followed by lunch from 1:00 p.m. to 3:00 p.m.

There will be a small attendance fee  (~ Rs 25.00 per head) to cover
a  portion  of  the cost of the renting the hall.   More information
on the guest speaker(s) for the discussions part of the meeting will
be provided shortly.

After the lunch,  the Computer Society  of India (CSI) - Goa Chapter
will present  the GOACOM-CSI Award of Rs. 20,000/-  to  the  winning
school which has  been judged  to have  the  best  implementation of
computer education  in Goa.

being of the Goan community living in Kuwait.

December 11, 1998  - GWS Annual X'Mas Tree Party from 9:30 a.m. onwards
at Messilah Beach Hotel.Top Ranks will be in attendance to set the mood
and usher in the spirit  of  Christmas  with  their  scintilating music.
Lots of Prizes and Surprises await the young and the old, Games & Fancy

Mexico is  the  birthplace of chocolate (thank you for such a wonderful
gift to the world!).  It  was  revered  by  the  Aztecs and was served
exclusively to priests and kings with such additions as herbs, chiles &
honey. Although hot chocolate of Mexico is famous throughout the world,
they are also well-known for their use of chocolate in a sauce called
mole, where it is used as one of many spices.

Capers  are  the  unopened  flower  buds  of  a  bush  that grows in the
Mediterranean. Contrary to popular belief, they are in no way related to
fish!  They are usually packed in brine, so they should be rinsed before
using. Select small capers and try them in everything from salads, pasta
dishes, with smoked salmon or other fish dishes, in egg salad sandwiches
and devilled eggs, in vegetables, sauces to pizza!

To quickly  slice  mushrooms, strawberries  or  kiwis, try using an egg
slicer, preferably with stainless steel wires for strength.

The tart and  tangy  flavor of the versatile lime adds a sprightly touch
to margaritas, other fruit drinks and desserts. It adds zest to seviche,
salad dressings, barbecued  fish  and  poultry.  An excellent  source of
Vitamin C, limes grow in the tropics and subtropics.

                       W E E K E N D   R E C I P E

Being a vegetarian, I have tried a lot of Chinese, Continental & Mughlai
food but the  best I think  is the Maharashtrian style of cooking (local
Mumbai style).
I have learnt mostly vegetarian preparations which are simple yet tasty
and time saving.  I  give  below  my favourite "Fenugreek Seeds Curry".
Ingredients:
1/2 cup fenugreek  seeds,  1 tsp margarine, 1/2 tsp cumin seeds, a pinch
of asafoetida, 1/2 tsp chilli powder, 1 tsp salt, 1/4 tsp turmeric
powder
1 tbsp coriander powder, 1 1/2 - 2 tbsp lemon juice, 2 tsp fresh
coriander
leaves (chopped)

Method:
Soap the fenugreek seeds for 3-4 hours. Drain the excess water. Then
boil
with  water  till tender.  Pour in a container.  Heat margarine in a
pan.
Add cumin seeds.  When brown, add asafoetida.  Make a  paste of the
above
4 spices with 1/2 cup water.  Pour it into the pan and fry for 2
minutes.
Add boiled fenugreek seeds and 1/2 cup of water. Bring to a boil and
then
add lemon  juice and garnish with coriander leaves.
Good cooking ...... enjoy!

also the best way to reduce  your risk of injury in  the  future  and to
achieve all-around fitness.
Participating in the  same  exercise activity  day after day puts you at
risk for overuse injuries.By varying your routine, your body will become
efficient  at  performing  a wider variety of tasks, leaving all of your
muscles stronger.
If you are interested in improving your performance in  a specific sport
or activity,  many experts  believe  cross-training  will  help, as peak
performance in  any  physical  activity  usually  involves more than one
physical attribute.
There are two basic ways to incorporate cross-training into your
exercise
program. First, you  can  opt  to  do  completely  different  activities
- switching from dance exercise to swimming to in-line skating to weight
training - on  alternate  days or within  the same workout.  Or, you can
add a new component to your existing program, such as alternating
between
traditional dance exercise classes & classes using weights, steps and/or
resistance tubes and balls.

No matter what activity you choose to do, always begin your workout with
a five to 10-minute warm up and finish with stretches and a cool down.

Flash News from Gomantak Times! FLASH Chief Minister Dr Wilfred de Souza resigned in the early hours of this morning, tendering his resignation to Governor Lt Gen (Retd) J F R Jacob at 12.30 am this morning. The governor accepted the resignation and requested Dr de Souza to hold charge until alternative arrangements could be made. The chief minister did not recommend dissolution of the assembly to the governor. The Congress, led by Leader of the Opposition Luizinho Faleiro, is likely to stake its claim to form a government later today.

Listen to the people's voice - Editorial in the Gomantak Times/26 November 1998 A sampling of people's opinions on the present crisis in the government conducted by Gomantak Times correspondents all over the state reveals very clearly that the public is disgusted with the antics of their representatives and wants the legislative assembly to be dissolved, and President's Rule to be imposed in the state. While a few people felt that toppling of the Dr Wilfred de Souza government was wrong -- they said it was cracking down on corruption in the state -- most were unequivocally critical of both sides. In their opinion, personal greed rather than the people's need was uppermost in the minds of the MLAs. Most people interviewed also thought the anti-defection law should be amended, so that MLAs leaving a party were obliged to resign their seats in the legislative assembly, regardless of their numbers. It does not take too much of perspicacity to realise that the overwhelming public mood today is one of revulsion at the naked greed shown by the leaders of most political parties in their quest to grab political power at any cost. Surely, the MLAs themselves must be aware of this. After all, they are in touch with people almost constantly in their daily lives. But that they bash on regardless of what their voters think only reveals that they treat the people whom they are supposed to represent with contempt. They feel that if they come to power, enrich themselves greatly and throw a few crumbs at their voters by way of 'development', they will be able to win their confidence once again. For this, the voters themselves are as much to blame. If they are more discerning at the time of elections and make sure not to cast their votes for MLAs who behave in this manner, no one will be able to take them for granted. Of course, there is a problem here. Voters often vote for people they know are corrupt and uncaring, because they feel that there is no viable alternative before them in the polls. Besides, voters find only too regularly that any new 'clean' alternative they vote for comprises a number of the same old politicians (who have shifted sides seeing the public mood), and they immediately get down to their same old tricks on assuming power. This is a systemic problem, that will require a change in the country's political system, if it is to be permanently remedied. But even in the present circumstances, there is much the voters can do to bring about a change in the mentality of their representatives. Too often, voters make up their minds on the basis of the party the candidate represents, rather than on the character of the candidate. It is important that voters take it upon themselves to punish those MLAs whom they feel have been corrupt and insensitive, by defeating them regardless of the party symbol they contest on. Corruption has today become all- pervading. Because MLAs get elected repeatedly despite their being corrupt, they have now come around to believe that corruption and non-performance do not affect the voter. Once it becomes clear that the voter is in a mood to throw out corrupt politicians, this attitude of contempt towards the electorate will change fast. But for this to happen, everything depends on the voters. It is they who must emphatically show in the next election -- whenever it is held -- that they will not tolerate corrupt aya-rams and gaya-rams.

From: Neelam Advani mailto:neelamadvani@usa.net I have here for all of you a recipe that is a personal favourite of mine and every time I prepare it, it reminds me of my mom who among many things also taught me how love can be expressed through food. M A S A L A B H A A T (SPICE RICE!!) ====================================== Ingredients: 1cup basmati rice (long grained rice), 1 big potato peeled and diced 1 cup shelled green peas, 1 onion peeled and diced few florets of cauliflower, 12 cup lemon juice, 2 cups grated coconut (keep aside one cup for garnishing and one for grinding) cilantro leaves (1 bunch for grinding and some for garnishing) 2 tbsp oil Spices to be ground: 1"cinnamon stick, 2-3 cloves, 2-3 peppercorns small bunch of cilantro leaves, 1 cup grated coconut, 1 tsp turmeric powder(optional) 1 green chilli, 1 12 " piece of ginger, and salt to taste. Wash and drain rice and keep aside for at least thirty minutes.grind all the spices with a little water to form a paste. Heat oil and when hot add onions and stir fry till they turn pink. Next add cauliflower florets, potatoes one after the other and stir each vegetable for a minute or so before adding the next. Add the peas. Stir well. Add the ground spices and the washed and drained rice. Stir the entire mixture well for at least 3-5 minutes taking care not to let the rice stick to the bottom. Add two and half cups of water. Add lemon juice. Stir it once more. Cover and cook on a low flame for approx. thirty minutes. Keep checking wether the rice grains are cooked. Remove from heat. NRI meet to open communication channel with government by K.S. Nayar, India Abroad News Service New Delhi, Nov 9 - The government proposes to tap the strengths of the 1 8-million-strong Indian dihtmlora by setting up a forum for non-resident Indians (NRIs) to interface with the Prime Minister and other senior functionaries. A top official of the Federation of Indian Chambers of Commerce and Industry (FICCI), which is co-sponsoring the two-day Indian Entrepreneurs Conference to be opened by Prime Minister Atal Behari Vajpayee on November 1 2, said this will be the major outcome of the first global-level summit of Indians living abroad. Over 1 3 0 delegates from 2 3 countries have confirmed their participation in the meet. FICCI deputy secretary-general Vijay Topa said the invited delegates are either corporate leaders or top-level management consultants and chief executive officers and entrepreneurs. Besides PIOs, more than 1 0 0 0 Indian business leaders will be attending the meeting where 1 8 states are participating to woo the talent and money of the overseas Indians. "We believe the conference will create a dynamic forum that would interface with the government," said Amit Mitra, FICCI secretary-general. "This continuing forum would resolve the problems faced by the non-resident Indians (NRIs) and People of Indian Origin (PIO)," Mitra told India Abroad News Service. "We hope this forum will have a high-profile group of PIOs," he added. The much-awaited PIO card scheme is expected to be announced at the conference. Finance Minister Yashwant Sinha in his budget speech in June had indicated that the PIO card would create a visa-free regime for the overseas Indians. Henceforth, PIOs will be able to invest in property, maintain rupee accounts and hold up to 4 0 percent equity on repatriation basis. "Yet, the strengths of the PIO are not fully understood by Indian policy makers," Mitra said. The conference will try to highlight these strengths. A.R.Nanda, Indian Investment Centre chairman and chief commissioner for investments and NRIs, who is co-sponsoring the meet, said cabinet-level ministers will be addressing PIO delegates. "We have also organised meetings with state governments to help overseas Indians address any problem they may have at the ground level," he said. Besides sectoral sessions on infrastructure, housing and real estate, the conference will discuss opportunities in information technology (IT), telecommunication, financial consulting services and hydrocarbons, Nanda said. Mitra said the $4. 1 6 billion that overseas Indians contributed to the Resurgent India Bond (RIB) indicated funds would flow into the country if the right conditions were created. Overseas Indians have brought, besides the RIB, over $2 0 billion in bank deposits or one-fifth of India's external debt. Moreover, they have invested in equities of Indian companies totalling over $3. 0 billion. NRIs also make regular remittances which are thought to have crossed ten billion dollars in 1 9 9 7 - 9 8. "Realising the potential of the overseas Indians, FICCI has decided to create mechanisms to facilitate investments. We will help them if their projects are stuck at any level of policy-making of the government," Mitra said. He noted over the past several years overseas Indians have become corporate leaders, top-level management consultants, outstanding scientists and technologists and IT entrepreneurs in their adopted countries. "Lord (Raj) Bagri and Lord (Swraj) Paul are outstanding examples of Indians whose contributions to Britain have been recognised by making them members of the House of Lords," he said. PIOs have come to occupy influential positions in the mainstream political life in North America and several countries in Africa, the Caribbean and Asia. Toronto-based K.V. Rathee, senior counsel with the Canada Life Assurance Company, spoke of the confidence among NRIs about India. "Overseas Indians are excited that the government is thinking of approving 14 percent NRI investment in the insurance sector," he told India Abroad News Service. "This is a place where Canada Life believes accessing human and financial capital makes business sense," he added.
